Law Enforcement Operations
The St. Tammany Parish Sheriff’s Office has organized the investigators into specialized fields, training them in certain types of crimes, such as Property Crimes and Person Crimes. Detectives undergo specialized training in their respective field of expertise, Property Crimes (thefts, burglaries, criminal damage and identity thefts), Person Crimes (batteries, rapes, assaults domestic violence and harassing phone calls), Juvenile Crimes (physical and sexual abuse and neglect), and Major Crime Incidents (murder, violent rapes, stranger abductions and robberies), so their efforts can be focused and they are better prepared to handle the cases.
The Sheriff’s Office headquarters in Slidell has enabled the agency to centralize the majority of the Criminal Investigations Division to increase communication between investigative units. While certain sections are stationed in Slidell, the detectives have the responsibility to conduct their investigations parish-wide.
The Crime Lab and Evidence Section is comprised of six units:
The Crime Scene Unit is responsible for responding to offenses from thefts to complex scenes such as sexual assaults and homicides. Each scene is treated with the utmost concern for identifying, collecting, documenting, and preserving evidence. All personnel are members of The International Association for Identification (IAI) and several members are certified in the field of Crime Scene Investigation through the IAI.
The Latent Print Unit of the Crime Lab is responsible for comparing unknown friction ridge impressions with known exemplars. The unit has access several databases which provide the agency with a unique advantage in the identification process of prints. Analysts also provide testimony and identification services for the court system in multiple offender proceedings.
The Controlled Substances Analysis Unit is equipped with Gas Chromatograph/Mass Spectrometers and a Fourier Transform Infrared Spectrometer which assists the analyst in the identification of controlled dangerous substances. The lab works closely with local law enforcement agencies as well as federal law enforcement agencies in the analysis of drug related evidence. Analysts complete a rigorous training protocol including but not limited to: pharmaceuticals, clandestinely manufactured substances, and designer compounds.
The Trace Evidence Unit is responsible for analysis of microscopic material collected from evidence and/or crime scenes. At this time, analysis includes items that may have been in contact with primer gunshot residue. The St. Tammany Parish Sheriff’s Office has the only operating SEM in the state of Louisiana for analysis of primer gunshot residue and does accept cases from other jurisdictions. The Digital Forensics Unit extracts information from computer, cellphones, and other electronic storage devices. The trained and experienced analysts are outfitted with the latest equipment and software for retrieval of digital information from these devices. Analysts are certified in the examination of computers by The International Association for Computer Investigative Specialists (IACIS) and GPS devices by the Berla Corporation.
The Evidence Unit is responsible for preserving and maintaining evidence collected by law enforcement and crime scene personnel. The Evidence Officers barcode and electronically track submitted evidence and maintain the chain of custody for evidence transfers between departments and the 22nd judicial system.
Court Enforcement Division
The Court Enforcement Division’s primary mission is to provide a premier level of security for the St. Tammany Parish Justice Center, as well as maintaining a professional level of service related to the Sex Offender, Code Six and Detail programs.
This division includes a representative that is assigned as security to the Parish President. This individual also provided security to the Parish Council meetings, as well as any other special meetings that may occur. In addition, this individual acts as security to all parish facilities located on Koop Drive and ensures all employees’ safety.
The Reserve Division is made up of professional men and women who want to give back to their community. These professions include doctors, bankers, engineers, paramedics, firemen and personal business owners.
The STPSO Reserve Division compliments full-time divisions in the areas of Patrol, Special Operations, Corrections and Courthouse Security. Reserves also man the Mounted Division, Boat Patrol, Personal Watercraft Division, Bicycle and Corrections Divisions. Two of our members are paramedics and serve as members of the Sheriff’s Office S.W.A.T. Team.
St. Tammany Parish is divided into three districts for purposes of criminal enforcement. Under the districting plan, more ranking and experienced deputies are available in each district per shift.
District commanders are able to set policies which affect the district while still maintaining the Sheriff’s strategic vision for the parish. The majority of deputies work in the district in which they reside. Greater responsibility has been given to supervisors on a district level, effectively decentralizing the chain of command.
The St. Tammany Parish Sheriff’s Office K-9 Division provides several services to assist, not only the Sheriff’s Office but also the community of St. Tammany Parish and surrounding jurisdictions. The K-9 teams are highly trained in the art of narcotic detection, tracking and criminal apprehension.
A K-9 team consists of a handler and a dog. The training a handler and his or her K-9 go through is intense and on-going. Training consists of long hours of study followed by hands-on narcotics and apprehension exercises. The K-9 Division often sends teams out of state to utilize the best instructors the K-9 world has to offer.
