The Port Huron Police Department is a full-service 24-hour operational department entrusted with the safety and general welfare of the residents of Port Huron. The Department operates out of the Municipal Office Center (MOC) at 100 McMorran Blvd, Port Huron, MI. 48060. The PHPD is located in the bottom (ground) floor of the MOC.
The department operates a Uniform Division of which the Patrol Bureau is the backbone of the department’s operations. The Patrol Bureau is responsible for response to all calls for service, proactive preventative patrol, property and business checks, accident investigations and reports and traffic enforcement duties. The Criminal Investigations Division (Detective and Juvenile Bureau) are responsible for follow-up and investigation procedures for all criminal complaints the department receives. The CID has several specialists within its ranks, including Arson Investigations, Criminal Sexual Assault Investigations, and the highly proclaimed Major Crimes Unit (MCU. The MCU is a fast reacting criminal investigation unit that specializes in assaultive crimes such as robberies, homicides, etc. The Support Services Bureau is responsible for all of the incident reports and records generated by the department. They are maintained within the office, and it is open to the public during the normal business hour of the MOC building.
The Community Service Bureau is in charge of the organization and implementation of various preventive style programs. This includes Neighborhood Watch Groups, Drug Prevention Programs, Crime Awareness/Prevention, Citizens Police Academy And the very successful Volunteers In Policing (VIPs) program. All Police Officers of the Port Huron Police Department are also titled as Community Service Officers, as part of our philosophy in Community Policing. Members of the Community Policing Bureau are available after hours for presentations and informational meeting with neighborhood groups or local organizations.
The Police Department also maintains a Police Cadet Program where law enforcement students may work part-time for the City while attending college classes. This intern like position readies the student in Criminal Justice to further their career aspirations by actually working within a modern law enforcement agency. Additionally, the department also runs a Police Explorers Program.
Criminal Investigative Division
The Port Huron Police Department’s Criminal Investigative Division conducts investigations into felony crimes and some special misdemeanor crimes such as domestic violence. Criminal incidents assigned and investigated by the division include, but are not limited to, homicide, robbery, sexual assault, felonious assault, child abuse, elder abuse, domestic violence, arson, fraud, burglary, identity theft, embezzlement, larceny, and computer crimes. The division is also regularly tasked with assisting other local, state, and federal law enforcement agencies with investigations that originate outside of and/or involve persons who reside within the city.
Crisis Negotiations Unit
The Port Huron Police Department must be prepared for any situation that may occur within our community. Although all Port Huron Police Officers are trained to deal with a wide range of highly volatile incidents, some situations may require additional resources and tactics.
To address certain critical events affecting our citizens, the Port Huron Police Department created a Hostage Negotiation Unit in 1989. The Unit later changed its name to the Crisis Negotiation Unit (CNU) to reflect a more accurate description of the incidents the unit responds to from suicidal subjects such as bridge jumpers, to barricaded subjects, to subjects who have taken hostages during the course of a criminal act.
The goal of the CNU is to peacefully resolve life threatening situations by listening and responding to the person’s concerns through the use of proven verbal crisis management techniques.
Honor Guard Unit
An Honor Guard is a group of people serving as an escort or performing drill exhibitions at ceremonial occasions. In 2011, the Port Huron Police Department started the departments honor guard unit, which is called upon several times per year to provide posting of the colors at various public events, as well as to provide honor guard services at funerals for fallen officers. In July of 2011, the honor guard was privileged during a sad time in the law enforcement community and within the department, when it served its own department by standing guard for retired Chief William J. Corbett, who died unexpectedly. Chief Corbett served his country by serving in the U.S. Air Force, was Port Huron’s Chief of Police for over 17 years and spent over 53 years in law enforcement.
Major Crimes Unit
In 2009, a significant increase in violent crimes was seen in the City of Port Huron and the County of St. Clair. The increase of violent crimes placed heavy burdens on the resources of local law enforcement agencies, including the Port Huron Police Department and the St. Clair County Sheriff Office. In January 2010, the Major Crimes Unit (MCU) was created to combat the violent crimes occurring in our communities.
The purpose of the Major Crimes Unit is the suppression and solution of violent, serious and serial crimes, while working together with the community and other law enforcement agencies throughout St. Clair County.
The purpose of the Marine Unit is to ensure and promote water safety on the rivers and lakes of the city of Port Huron. The department of public safety boat is a dual purpose boat assigned to the Fire and Police department. The boat may be utilized for special events, maritime law enforcement, rescue operations and assisting boaters in distress. The unit will be available to assist in special operations such as the detective bureau, special response team, NET unit or other agencies upon request.
The Port Huron Police Officers assigned to the unit have all received at least 80 hours of specialized training in the safe, effective and efficient operation of the Motorcycles prior to enforcement operations. The Officers are also required to attend an annual training refresher to maintain their skill levels in both high and low speed operation. The majority of the costs associated with the equipment and training for the unit were minimal due to the utilization of forfeiture funds and a successful grant award. This has helped make the deployment of the unit a success.
Bike Patrol Unit
The Bike team is also a very useful in the Community Oriented Policing (C.O.P.) program. Officers and Cadets are more easily accessible to the public than an officer in a patrol vehicle. Bike team members often patrol special events within the city as well as other cities in a mutual aid capacity. Bike safety issues and lessons are often discussed with children and other members of the community while a team is on patrol.
