Patrol Operations
Patrol Operations is the forefront of professional public service delivery. They serve as a channel of information to other interdepartmental divisions, city departments, and the community. Patrol Operations oversees uniformed patrol and supports a variety of other departments, including: Traffic, Canine Unit, the Emergency Services Team (EST), the Police Reserve Unit, and the Honor Guard.

Victim Services Unit (VSU)
The Victim Services Unit (VSU) is currently comprised of a Victim Services Specialist, interns and volunteers. Our primary focus involves service provision to individuals affected by crime and crisis circumstances in an effort to reduce the impact of trauma and enhance the ability for individuals to rebuild their lives.
Investigation Division
The Investigation Division ensures swift follow-up on criminal complaints involving both adult and juvenile offenders. This includes interviewing the appropriate parties and obtaining the evidence necessary to prosecute. The collaborations with Michigan State Police and Michigan Department of Corrections have been instrumental in apprehending known offenders and reducing violence crime within the city.
Reserve Unit
The Saginaw Police Reserve has served our city since 1978 and hopes to continue its work for many years to come. The Reserve assists the Police Department in many areas, such as parking ticket distribution, subpoena delivery, and traffic and crowd control for city events.
The Reserve provides assistance for large community events such as: the Fourth of July Fireworks, the Friday Night Live series, and the WKCQ Music Fest on Ojibway Island. Along with other Saginaw Police officers, The Reserve also participates in the Cops-n-Kids program, in which uniformed officers read and hand out books to school-aged children at various locations.

Saginaw County Community Corrections offers local programming as alternatives to incarceration for non-violent felony offenders.
The programming efforts continue to expand and provide a wide array of new sentencing alternatives through the probation residential services provided for offenders at TRI-CAP.
Pre-sentence bond conditions for inmates, day reporting and electronic monitoring are offered by Pretrial Services.
In 1988, the Michigan State Legislature passed P.A. 511, Michigan’s Community Corrections Act, to ease state prison and local jail overcrowding; Michigan became the 15th state to pass a Community Corrections Act. The Act establishes a statewide policy for locally developed and operated community based corrections programs.
The non-violent offenders may be placed into these programs as an alternative to incarceration. Community based programs increase the sanctions and services available and are demanding, restrictive and force offenders to be accountable for their actions. They are effective in the punishment of non-violent offenders.
