It is the mission of the Holmes County Jail to provide a safe, secure, functional and humane environment for inmates, staff and visitors. The Holmes County Jail is operated by the Sheriff of Holmes County. The primary function of this institution is the maintenance of those individuals who must be held in custody pending disposition of their respective cases by the Courts.

Generally, custody in this institution is not intended to be punitive. Most men and women incarcerated here have not been tried by the Courts and so must be presumed innocent until such time as guilt has been determined by the law. Some of the inmates here have been tried and are sentenced County and/or State inmates.

The county jail is a multifaceted environment. Not only a jail, we have a full kitchen facility which prepares in excess of 50,000 meals per year; we have a work release center that helps local agencies , a 12 step drug program, and medical staff. Our corrections officers are here to facilitate an inmate’s stay and are tasked with not only security but providing transport services, mail delivery, visitation coordination, intake, food delivery, and general care.

The Holmes County Jail facilities’ goal for Inmate Visitation is to encourage inmates to maintain family contact through the inmate visitation process as well as provide opportunities for associations beneficial to the inmate’s overall adjustment.

Criminal Investigations Division

The Criminal Investigations Division (CID) is responsible for investigating crimes reported in the areas of operation of the Sheriff’s Office. They also assist other agencies when a crime committed in another jurisdiction requires investigative efforts in Holmes County. Investigators follow up on reported crimes, initiate criminal investigations based on evidence or information reported, recover property, identify and preserve evidence and maintain a database of stolen property, as well as organize and maintain case files on all cases assigned to the division.

Several thousands of dollars in property recovery and other stolen assets, as well as, seized narcotics and implements of crime are directly credited to investigators and the deputy sheriffs assigned. CID utilizes a host of specialized technology in conducting their investigations including detection and surveillance equipment, as well as, crime scene processing. Investigators routinely work closely with the state attorney and the medical examiner’s office.

Patrol Division

The Patrol Division is the first line of response for emergencies and other incidents requiring law enforcement presence throughout the county. The Patrol Division responds to both emergency and non-emergency calls that are dispatched from our communications center. In addition, it provides visible patrol within the jurisdiction for both rapid response and crime deterrence through presence. Patrol Deputies are responsible for generating initial reports and handle a multitude of other special functions. Additional duties of the Patrol Division include traffic enforcement, serving civil process, conducting initial criminal investigations, crime scene processing, conducting searches for missing or endangered person(s), making arrests, transporting of person(s) in custody, and various other law enforcement related services. The primary goal is to be responsive in providing professional, courteous and reliable law enforcement presence, with priority on the areas of greatest need, as may be dictated by the circumstances. In order to provide maximum coverage and to keep the cost of services to a minimum the Patrol Division also incorporates part-time and auxiliary deputies, as a means to provide additional manpower and supplement our patrol capabilities.

Many of the diverse functions and duties of the Patrol Division are carried out under the most adverse of conditions. Deputies work in all types of inclement weather conditions, responding to emergencies, warning of hazards, and providing initial protection to people in need throughout the county. Patrol Deputies are often called upon to take risks in an effort to protect others from danger or being victimized.

The citizens of Holmes County can rely on the Patrol Division for courteous, professional, and compassionate service.

Communications Division

The Communications Division is staffed 24 hours a day. We answer non-emergency law enforcement calls coming into the Sheriff’s Office as well as 911 calls for Holmes County. ​We are equipped to provide radio dispatch to the Sheriff’s Office, police department, volunteer fire departments, emergency medical services and emergency management, as well as all other state and local agencies.

Communications is the central hub of the Sheriff’s Office. Personnel assigned to this division are often the first contact with members of the public. They coordinate responses to calls and collect information for deputies in the field as well as maintain a log of all radio traffic, requests for service, enter data in NCIC/FCIC, make inquiries for stolen property, wanted persons, talk with the public via telephone, and perform lookups on the in-house computer system. The center houses numerous communications systems to relay emergency and non-emergency information quickly. Additionally, the center remains the main “warning point” for the National Weather Service and the Department of Homeland Security on matters affecting Holmes County and its citizens.

Administration Division

The Administration Division is responsible for maintaining the day to day operations of the Sheriff’s Office. This division includes vital roles such as Finance, Human Resources, Civil Process, Records, and other essential support services. Administrative staff are responsible for the agency’s records, including the disbursement of records to the Clerk of Court and Office of State Attorney, public records requests, civil processes, and warrants.

The Administration Division develops and monitors the budget, payroll, accounts payable, accounts receivable, cash management, grants, purchasing, contracts, and financial reporting.
