The City of Frostproof and the Polk County Sheriff’s Office have a Community Partnership. The City contracts with Polk County Sheriff’s Office for law enforcement and calls are dispatched from the Sheriff’s Office for both law enforcement and fire. The Frostproof Sheriff’s Station is located on the first floor of City Hall at 111 West 1st Street, Frostproof, FL 33843.
The Inmate Handbook Rules and Regulations contains the rights and responsibilities of a Polk County Jail inmate. It also describes acts prohibited in the detention facilities, and types of disciplinary action which may be taken if an inmate commits any of the prohibited acts. The PCSO Department of Detention allows inmates at both the Central County Jail (located at 2390 Bob Phillips Road in Bartow) and the South County Jail (located at 1103 U.S. Hwy. 98 West in Frostproof) an opportunity to visit with friends and family twice per week for one hour each day via the Securus video visitation system.
This high-tech system of communication will still allow the visitor and the inmate to see each other and to communicate, while increasing the safety of the visitors and the security of the facility by alleviating the concerns of bringing visitors onto the compound.

Law Enforcement
The Department of Law Enforcement, under the command of Chief Larry Williams, Jr., is comprised of five divisions – West Division, East Division, Criminal Investigations, Special Operations, and Safe Schools. The men and women of law enforcement are responsible for answering emergency and non-emergency calls for service, proactively patrolling the over 2,000 square miles of the county, investigating crimes, apprehending criminals, and working hand-in-hand with the community to keep Polk County safe.
The Polk County Sheriff’s Office practices “PROCAP,” a proactive approach to combating crime and its effects on the community. The Proactive Community Attack on Problems program uses crime analysts and mapping software to alert deputies to real- time crime trends, allowing them to immediately deploy the necessary resources to effectively fight crime. The basis of PROCAP is to prevent crime from occurring in the first place, instead of relying solely on the reactive policing method of investigating past-occurred crimes. PROCAP has been a highly successful tool in reducing the crime rate in Polk County since its inception 19 years ago.
West Division
The West Division, under the leadership of Major Ian Floyd, consists of the Northwest District and the Southwest District. Each District is commanded by a Captain who reports to the Division Commander.
The West Division geographically includes the Western portion of the county, and includes components in each district to deliver services to the people of Polk County residing or traveling in those areas: patrol platoons, Crime Suppression Teams, Community Oriented Policing Units, General Crimes Detectives, and Canine Teams.
East Division
The East Division, under the leadership of Major Vance Monroe, consists of the Central District, the Southeast District, and the Northeast District. Each Division includes components to deliver services to the citizens of Polk County and to those traveling in these areas. Each District is commanded by a Captain who reports to the Division Commander.
The East Division geographically includes the Eastern portion of the county, and includes components in each district to deliver services to the people of Polk County residing or traveling in those areas: patrol platoons, Crime Suppression Teams, Community Oriented Policing Units, General Crimes Detectives, and Canine Teams.
Special Operations
The Special Operations Division, under the command of Major J.B. Williams, is comprised of the Bureau of Support Operations, the Bureau of Supports Services, and the Emergency Operations Group. Each Bureau is commanded by a Captain or civilian equivalent who reports to the Division Commander.
The Bureau of Support Operations includes Animal Control, Agricultural Crimes, the Aviation, Marine, and Traffic Unit, and the specialty teams: Honor Guard and Mounted Enforcement. While the specialty teams are voluntary for deputies to join, the other units are held by full-time sworn deputy sheriffs. The Agricultural Crimes Unit investigates crimes that occur in rural areas and that affect agricultural owners, such as trespassing and illegal dumping. Criminal Investigations
The Criminal Investigations Division, under the command of Major Louis Giampavolo, consists of the Bureau of Special Investigations, and the Bureau of Criminal Investigations.
This bureau is housed in the PCSO Sheriff’s Operations Center, located at 1891 Jim Keene Blvd in Winter Haven. BCI is responsible for investigating major/significant crimes within Polk County and is divided into four specialized investigative sections, which focus on specific categories as they relate to criminal investigations. The four sections within BCI are: Major Crimes (homicide, robbery, fugitive apprehension, detention investigations), Special Victims (missing persons, child protection referral, victim/witness advocates, special victims response), Crime Scene, and Identification. Safe Schools
In order to meet the security and safety needs of thousands of students, faculty, and visitors of Polk County-based educational institutions, the Polk County Sheriff ’s Office created the Safe Schools Division, which brings all of our school-based programs under one roof so that they can focus entirely on school safety.
Under the leadership of Major Loyd Stewart, the Safe Schools Division consists of the Bureau of Colleges and Universities, and the Bureau of Primary and Secondary Schools.
