Monroe is the eighth largest city in Louisiana and is the parish seat of Ouachita Parish. The estimated census from 2016 was 49,297. Monroe is the main city of the Monroe Metropolitan Statistical Area. The area has a total population of 172, 275.
The settlement was originally called Fort Miro, but the city adopted the name Monroe, during the first half of the 19th century, in recognition of the steam-powered paddle-wheeler James Monroe. The arrival of the ship was the single event, in the minds of local residents, that transformed the outpost into a town. The ship is shown in a mural at main branch of the Monroe Library on North 18th Street.
n 1913, Joseph A. Biedenharn the first bottler of Coke moved to Monroe from Vicksburg, Mississippi. Biedenharn and his son Malcolm were among the founders of Delta Airlines, originally Delta Dusters. His home and gardens at 2006 Riverside Drive in Monroe have been preserved and are now the Biedenharn Museum and Gardens.

The correctional center has been in operation since 1963 Currently it has a bed capacity of 1,152. It is staffed by 150 deputies of the Ouachita Parish Sheriff’s Office.
