The mission of the Richland Police Department is to maintain social order and provide professional law enforcement services to citizens in the community, within prescribed ethical, budgetary, and constitutional constraints.
Animal Control
The Animal Control Officer works to protect the public as well as animals. The challenges and rewards of protecting the health and safety of animals and humans are many. They include opportunities to rescue animals and prosecute individuals who abuse them, impound animals with humane care at The Mississippi Animal Rescue League Shelter until they may be reunited with their owners or adopted, Conducts investigations and inspections, issues citations and warnings, and reports daily activities and educates the public about relevant animal regulations and humane animal care.
Emergency Operations Center
Richland’s Emergency Operations Center, also known as the EOC is a support center. Sergeant Sean Goforth, who has been in Law Enforcement for 14 years, and has been at Richland Police Department for 9 years along with Assistant Fire Chief Scotty Gainey who has been in the Fire Service for 18 years and been at Richland Fire Department for 18 years, both have been over the Richland E.O.C. since 2006. In the event of a hurricane, emergency or other disasters in the City of Richland, the Emergency Operations Center primary purpose is to support the incident commander at the incident location. At the Emergency Operations Center, various divisions plan for future activities related to the emergency and develop strategies to recover from the emergency.
Traffic Enforcement Unit
The officers of The Richland Police Department’s Traffic Unit are committed to reduce traffic collisions, relieve traffic congestion and to protect and save lives. This objective is achieved through education and enforcement of traffic laws. Officers mainly focus on violations that have in the past been contributing factors to crashes that were investigated by this department. The Department now has two officers assigned to The Traffic Enforcement Unit. These Officers are assigned to 8 hr. shifts, Monday – Friday so they are available during peak traffic hours.
Firing Range
The Richland Police Department recently opened the latest addition to their training facility. Along with a flat pistol range and a tactical shoot house, officers can now take advantage of a 5,100 square foot training building. This building is complete with a large class room, weight room and showers. Next on the agenda for the training facility is a 300 meter sniper course, construction is scheduled to be complete by summer 2014.
Training Division
One of the most important functions of any law enforcement agency is training. All officers in the State of Mississippi are required to maintain a certain level of training each year. The Richland Police Department both meets and far exceeds the state’s minimum requirements where training is concerned. RPD has employed a full time training officer since 2003; Sergeant Sean Goforth has been responsible for the growth and health of our training program since its inception. Criminal Investigative Division
The Criminal Investigative Division is an area of the Richland Police Department that actuates any reported incident. This area of the police department specializes in its ability to differentiate between what is actual, circumstantial, or unreal to gain conclusive status. The Criminal Investigative Division, also known as C.I.D., operates within the guidelines according to the Mississippi Code of 1972 annotated.
Patrol Division
The Patrol Division is the largest and most visible division of the Richland Police Department. The men and women of the Patrol Division are seen daily behind the wheel of marked patrol cars responding to calls for assistance from the public, investigating traffic crashes, performing neighborhood and business patrols and maintaining order and peace within the city.
S.W.A.T
The Richland Special Weapons and Tactics team (also known as S.W.A.T.) is a unit used when all other means of “service and protection” are exhausted by Patrol Operations. The City of Richland is honored to have a group of men who are dedicated when expectations are exceeded beyond normal situations. Law enforcement officers are trained to save lives. This applies to high risk tactical operations also. Society has changed over the years and so has Law Enforcement techniques. When an incident is measured beyond normal capabilities for Patrol Operations, the S.W.A.T. team is called to contend and defuse the situation at hand.

Richland Police Communications is the nerve center and life-line of the Police Department and each Police Dispatcher plays a vital part in the overall mission of the Department. The Richland Police Dept. Communication provides 24 hr. service 365 days per yr. Dispatchers work rotating 12 hr. Shifts
