The Norton Shores Police Department is a full-service, CALEA accredited, law enforcement organization, consisting of 32 dedicated employees. In addition to the Chief of Police, the Department includes two lieutenants, five sergeants, four corporals, seventeen police officers, two full-time clerks and one part-time clerk. In order to provide efficient service, the Department has been separated into four functions: Administration, Patrol, Investigations, and Special Services. The Chief of Police is responsible for the overall administration of the Police Department, including fiscal management, policy and procedure development, and management of human resources.

Patrol

The Department’s patrol function is led by Lieutenant Michael Kasher and is provided by four patrol teams, each consisting of a sergeant, corporal, and three officers.
Each team is responsible for conducting preventive patrols, responding to calls for service, preliminary criminal investigations, traffic enforcement, and other miscellaneous field services during their shift. Officers assigned to this function are most likely to have the greatest contact with members of the community.

Investigations

The agency’s investigations function is assigned to the Detective Bureau under the supervision of Lieutenant Brandon Poel and Detective / Sergeant Marc Vanderstelt.
Detective Todd Swanker, Detective Ryan Pieske, and Detective Bruce Morningstar are assigned as case detectives. One officer is assigned to the West Michigan Enforcement Team (a regional drug task force).

Members of the bureau are responsible for follow-up investigations and the collection, processing, and proper storage of evidence. In addition, personnel cooperate with other agencies on special investigations of organized crime, narcotics, etc., and maintain all evidence and unclaimed property.

Special Services

Special Service functions include traffic safety and enforcement, community oriented policing and records management and are supervised by Lt Brandon Poel. Special Services consists of the following divisions:

Records Bureau consisting of one part-time and two full-time records clerks who are responsible for maintaining all law enforcement records, including reports, citations, warrants, and subpoenas.

Traffic Unit consisting of one officer who is responsible for providing/coordinating traffic safety programs, selective traffic enforcement and specialized investigation of major traffic crash scenes.

Problem Oriented Intelligence-led Neighborhood Team (POINT) is led by Cpl Dan Hibler and consists of three officers. POINT officers are responsible for a variety of community policing programs and services, including Neighborhood Watch, School Resource Officer, crime prevention, evidence collection, Sex Offender Registry Investigations, and various other criminal investigations.

Muskegon County Jail opened in 2015 is a 542 bed facility operating 24 hours a day 7 days a week with 4 Shift supervisors (Sergeants) and 48 corrections officers working rotating shifts.
