Patrol Division

The Patrol Division is the largest and most visible division within the Westland Police Department. Made up of 48 sworn officers and 21 civilian dispatchers, this division protects the citizens, businesses and visitors to the City of Westland. Police services are provided 24 hour service 7 days a week. The Patrol Division consists of four shifts, each working 12 hours. Each shift is commanded by a Lieutenant and patrol sergeants.

Investigative and Administrative Bureau

The Investigative and Administrative Bureau is comprised of several separate components. The bureaus include the Detective Bureau, Support Services, Special Investigations Unit, Traffic Bureau, Community Police and the Youth Bureau. Each of these teams have their own unique functions but often team together to investigate and prepare both misdemeanor and felony criminal cases for prosecution

Tactical Response Unit (TRU)

The Tactical Response Unit (TRU) was created in 1993 to provide resources and tactical support where the need is greater than the capabilities offered by the Patrol Division, the Investigative Bureau, and the Special Investigations Unit (SIU). Members of the TRU have receive the following training: basic SWAT, advanced SWAT, hostage rescue, tactical pistol and carbine, less lethal munitions and chemical munitions. Select members have received additional training as marksman/observers.

Canine Unit

The Westland Police Department currently fields two canine teams, Officer Michael Little with his partner “Hemi” and Officer Derek Trosper with his partner “Narco”. Canine Narco has been in service since 2012 while Canine Hemi was just acquired in 2014.

Both Canines are fully trained, multi-purpose German Shepherds and are certified through the National Association of Professional Canine Handlers (NAPCH) and K-9 ATF. Hemi and Narco are trained in obedience, narcotic detection, building searches, evidence searches, area searches, tracking, and handler protection.

Special Investigations Unit

The unit’s primary responsibility is the investigation and prosecution of narcotics cases including interviews, interrogations, drug evidence processing, and case preparation of in​-custody felony drug prisoners.

Traffic Bureau

The bureau’s functions are:

  • Investigate traffic accidents involving a death, serious injury or hit & run
  • License ice cream vendors and taxi-cabs
  • Approve of vendors for Christmas tree sales
  • Maintain motorcycles for patrols
  • Data collection of all traffic crash information
  • Recommend all traffic control devices
  • Respond to citizen complaints about traffic violators
  • Review new construction site plans for the smooth flow of vehicular traffic

Detective Bureau

The Westland Police Department Detective Bureau investigates and apprehends suspects for all types of crime that is committed in the City. While keeping victims at the forefront of all investigations, the Bureau’s main focus is to put together cases that are thorough and complete. Detectives are scheduled to work a 40 hour work week, they are on call 24 hours a day, 7 days a week. The Bureau is comprised of 1 Detective Lieutenant,8 Detective Sergeants and 1 School Resource Officer. During 2016, the Detective Bureau investigated 5169 cases, obtained 587 warrants, issued 686 violations, and handled 722 in custody prisoners.

Jail I (Andrew C. Baird)

The Andrew C. Baird Detention Facility, Jail Division I (570 Clinton Street) houses male and female, pretrial and sentenced, inmates who are clinically assessed as needing residential (daily) mental health services, in addition to psychotropic medications. Also, male and female, pretrial and sentenced, inmates who are medically assessed as requiring daily and on-going medical services are housed in an infirmary. Law library and recreation services are provided to all special needs and general population inmates. Video arraignments of inmates are conducted daily with the 36th District Court for the city of Detroit. Wayne County Probate Court hearings for inmates who are mental health consumers are conducted via video conferencing. Inmates who are classified as requiring exceptionally close monitoring and segregation from the general population are housed in Jail Division I. Inmates who are classified as medium and low risk and eligible for general population housing are double bunked.

Jail II (Old)

The Division II Jail (Established Jail) opened in 1929 and in 1996 four dormitories were converted to housing units with eight beds each. This increased the capacity to 770 beds. This is a linear supervision type jail.

Jail III (William Dickerson Detention Facility)

The Division III Jail (William Dickerson Detention Facility) opened in November 1991 and currently has a capacity of 896 beds. This jail is a direct supervision type facility.

Juvenile Detention Facility

The Juvenile Detention Facility is a secure placement, which helps bridge a youth’s movement from the Juvenile Court System to the Wayne County Juvenile Justice System. The Juvenile Detention Facility has 194 beds and houses about 160 juveniles daily. The Juvenile Detention Facility will accept youths for admissions over the age of eight years and up to the age of 20 years for charges occurring prior to their 17th birthday, and where the Family Division of the Third Judicial Circuit Court Family holds jurisdiction.
