The core functions of the Corrections Division is to provide care, custody and control for all inmates incarcerated. There are two separate facilities for housing of inmates, Main Detention Unit and the Community Release Center.

The Main Detention Unit is a 664 bed facility which houses pre-trial inmates both male and female. All offenders arrested in St. Johns County are processed through the main facility and will remain in this facility until they are sentenced or released as required by the courts.

The Community Work Release Center (CWRC) is a 100 bed facility which houses male inmates who are sentenced to the county jail for 364 days or less. Inmates housed in this facility are allowed to participate in the work release program; provided they meet the facility criteria or they will be assigned to a county work squad.

Other functions of the Corrections Division include but are not limited to: Transportation, Judicial Process.

During incarceration, inmates are provided the opportunity to participate in the following programs: Religious services, Domestic violence, Parenting, Substance abuse, AA/NA, GED, Stress Management, Life skills and many others.

Law Enforcement

The Division of Law Enforcement provides full-service law enforcement for all visitors and residents of St. Johns County. The many components of the division must work in cooperation and range from receiving calls for service, emergency calls, patrolling our communities, investigating crime, processing forensic evidence, analyzing intelligence and working with our judicial partners to protect our communities. The Division of Law Enforcement Director has the responsibility of Strategic Planning that will serve as a foundation for ongoing, proactive law enforcement processes of assessing community needs and directing resources in order to achieve Sheriff David Shoar goals and objectives as effectively and efficiently as possible. The current economic environment dictates that our organization be responsive to the changing environment and anticipate financial, technological and community needs.

Central Services Command

Major Crimes Unit

Major Crimes Unit is managed by Lieutenant Robert Dean (rdean@sjso.org)- and supervised by Sergeant Thomas Marmo (tmarmo@sjso.org)- and Sergeant Jeremy Russell (jrussell@sjso.org)-. The unit is comprised of 10 detectives, along with two Corporals, who are responsible for the investigation of violent crimes, such as robbery, missing and endangered persons, aggravated battery, unattended, suspicious and in-custody death, traffic homicide as well as cold case homicides and deputy involved shootings.

Special Victims

Special Victims, which also includes Cybercrimes and Financial Crimes, and is managed by Lieutenant Robert Dean (rdean@sjso.org)- and supervised by Sgt. George Harrigan, (gharrigan@sjso.org)-
Special Victims Unit (SVU) detectives investigate sexual battery complaints, physical and sexual crimes against children, domestic violence cases, stalking and injunction violations. They work closely with the Department of Children and Families, the Child Protection Team, the Betty Griffin House and the State Attorney’s Office and SVU relies on these relationships to provide services for people who have been victimized. The Special Victims Unit is also responsible to ensure all registered sex offenders and predators remain in compliance with what is required by law.

Special Investigations

Special Investigations is managed by Lt. Kevin Cronin (kcronin@sjso.org)- and supervised by Sgt. Ryan Smith, (rsmith@sjso.org)- and is tasked with investigating narcotics complaints by conducting undercover operations including surveillance and drug buys, resulting in the execution of search warrants.

Forensics

Forensics is managed by Mrs. Angie Hosford, (ahosford@sjso.org)- and includes the Evidence Room, Digital Forensics and Crime Scene. Forensics also includes latent print processing and DNA screening, as well as latent print examination.

Support Services

The Bureau is directed by Commander Bill Werle, wwerle@sjso.org. The bureau is comprised of multiple sections; Command consists of Government Security, Traffic, Bailiffs, Criminal Registration and Fingerprints, Telecommunications and Validations, Alarm Enforcement, E-911, and Switchboard.

Telecommunications – led by Lt. Crisite Taylor, cdtaylor@sjso.org , this section plays a vital role in the daily functions for Law Enforcement ; to include, receiving calls and determining their priority, dispatching calls for service, routinely checking on deputies to insure their safety, and updating Executive Staff members during critical incidents. The Communications Center personnel are assigned to four separate shifts, that coincide with Patrol and Corrections Shifts. TDD capabilities are available through out the agency.

Government Security – led by Sgt. Ricky Noble rnoble@sjso.org, this section provides onsite security for local government entities; as well as coordinates with other government agencies to gather intelligence regarding potential security risks and threats.

Bailiffs, Criminal Registration, and Fingerprints – led by Sgt. Ricky Noble rnoble@sjso.org, the section provides security to the St. Johns County Judicial Complex. Bailiffs attend all court appearances and ensure that any security threat is eliminated immediately. The section is also responsible for registering criminals offenders upon their release from prison. This includes registration of sexual predators and sexual offenders.

The Traffic Unit is supervised by Sergeant Terry Shirley (tshirley@sjso.org)- and is comprised of a Traffic Enforcement Section responsible for Traffic Enforcement, Escorts, THI Traffic Homicide Investigation and a Support Section comprised of PSA Public Service Assistant and School Crossing Guards. The Traffic Unit has the additional responsibilities of DUI checkpoints, and Teen Driving.
